After the 2007 Great Recession, Marisa Waxman led the Philadelphia's Revenue Department in strategizing and overhauling how the city collects the money it needs to do its work. Now as budget director, Waxman is overseeing how the city spends its money and pondering the next recession. She has a few lessons and tales to tell about it all.
