Rebecca Rhynhart, elected City Controller in 2018, serves as Philadelphia's chief auditor and independent financial watchdog. She discusses a variety of issues facing Philadelphia and faults a failure of city leadership for some of them. Under her leadership, the Office of the Controller found Philadelphia had the worst internal financial controls of the top 10 largest cities, leading her to press the administration to further strengthen its controls. The office also investigated the City's procurement of voting systems, which resulted in the largest penalty paid to the City in its history. In addition, she has led the office in scrutinizing the City's sexual misconduct procedures, the Parking Authority's on-street parking expenses, the gun violence crisis, the effect of the COVID-19 pandemic, and prison system staffing, among other issues. Before becoming Controller, Rebecca held several positions in the City government, including Budget Director and Treasurer. She holds a Master of Public Administration from Columbia University and a Bachelor of Arts from Middlebury College.
